MINUTES OF THE BOARD OF ASSESSORS
January 24, 2011

Members Present: Beverly Potvin Kenniston and James Dillon

1.  Acceptance of Minutes

Motion was made by Beverly Potvin Kenniston, and seconded by James Dillon.  It was voted to approve the minutes of the December 20, 2010 meeting.

2.  Real Estate Abatement Applications

Roderick and Lisa Beittel, 20 North Street, Jefferson, MA, Map 43, Parcel 4, Fiscal Year 2011 assessment of $461,300.  Parcel currently assessed for 7.52 acres.  Following a land dispute settlement and recording of a new plan at the Worcester District Registry of Deeds, the parcel currently has 6.82 acres.  The Board voted to grant real estate abatement in the amount of $54.78.The revised Fiscal Year 2011 assessment is $457,800.

Vacant land formerly owned by Richard A. Wackell on Main Street, Holden, MA, Map 97, Parcels 22 and 44, Fiscal Year 2011 assessments of $14,900 and $8,900.  Parcels granted to Town of Holden-Land of Low Value Foreclosure.  The Board voted to grant real estate abatements in the amount of $181.68 and $109.20.  Land is now exempt and owned by the Town of Holden.

3.  Supplemental Tax on New Construction

The Board of Assessors is working on completing the Supplemental Tax on New Construction for new houses with occupancy permits issued from July 1 to December 31, 2010.  Final inspections of the properties are in progress.  Bills will be prepared for mailing in the month of February.  

4.  Other Business/State Owned Land New Acquisitions

New State owned land acquisitions were reviewed.  SOL spreadsheet shows the existing sites as well as the new acquisitions that the State owns which total an additional 140.66 acres in Holden.  We will receive in-lieu payments on these parcels.  They are all shown as backland parcels.  No additional front lot sites have been assigned to the land.  The Department of Revenue wants the assessors to sign the reconciliation letter which they attached and to provide updated property record cards for each new acquisition showing the DCR as owner, the correct land use code (915) and acreage broken out in the land section.  Principal Assessor Kenniston will discuss the new acquisitions with the Division of Local Services before the assessors sign off on the list.
